Invalid cycle counter & time in PTCP Sync Frame

The PTCP Sync frame generated by the MPSM contains a different cycle counter and time than the time the RTC component uses for generating the local frames This results in a shift between the profinet controller and the remaining bus.

Problem was introduced when introducing PTCP Sync Slave into PN Core
