Unexpected rejection of sync frame after startup

            Description

            The second sync frame during synchronization startup might be considered invalid by the PTCP Slave Protocol machine and withdrawn. In turn the Takeover-Timeout will hit and thus restart the synchronization sequence.

            Its is expected that all valid sync frames are accepted.
