Switchover to previous primary AR unexpectedly accepted before dynamic reconfiguration is complete

            Description

            While processing dynamic reconfiguration sequence the former primary AR cannot switch the backup AR to primary once again.

            The device shall release the AR using "Protocol Violation error" when the backup AR attempts to perform a switchover.
