startup of Profinet stack does not respect startup error of LLDP component

            Description

            In case LLDP component does not properly startu up, Profinet stack ignores this fault and continues it's own startup without informing uppper layers.

            This later leads to usage of uninitialized pointer which may lead to firmware crash.
