Profinet Device ethernet driver might become stuck in loop

            Description

            When handling network frames in ethernet driver, the dispatch loop of the Profinet Device Ethernet HAL might become stuck in a processing loop when the receive queues of other tasks are full.

            The problem is caused by inconsistent/wrong usage of processing counters.
