Unexpected reject of MultipleInterfaceMode record during dynamic reconfiguration

When during a dynamic reconfiguration sequence the MultipleInterfaceMode record is written with multiple interface mode set to "Off", the write is rejected if multiple interface mode was not configured before. However, when multiple interface mode was not configured before it is also "Off" since this is the factory default.

The record write should be accepted in such a situation
