Phy initialization of second chassis silently fails

            Description

            When using the Profinet Controller Switch in Dual-Chassis Mode (NDIS) the (virtual) phy of second chassis is not initialized properly. The condition is not reported to higher layers and will result in a not working link status of second chassis. A permanent link down is indicated by second chassis interface.

            It is expected to properly report a (virtual) link status on second chassis.
