IP address activated when loading remanent data

            Description

            When controller loads remanent data, the IP stack is activated with the last IP. The problem has been introduced when implementing remanent data storing in hardware, since the remanent data loading sequence has been changed for this.

            The IP Stack shall not be activated by loading the remanent data.
