On netX52 RUN state sometimes not reached by RTC3 Port statemachine

            Description

            When an AR connects with different IR Data UUID but same PTCP Subdomain UUID the RTC3 Port State Machine might be stuck in state off. The problem occurs with netX52 chipset only and is related to XIP mode.

            It is expected that in such case the state behaves as expected an switches to RUN if possible.
