Sync master sends sync frames in invalid interval during startup

            Description

            During startup of the Sync Master function, sync frames are sent in an invalid interval. The configured interval will be overlayed with the 100ms period of the PTCP Announce period for a a startup phase duration of 10 seconds.

            It is expected that sync frames are sent in the interval as configured.
