remove obsolete toolchains, netx4000 library and testtarget from project

            Description

            as netX4000 is no longer required to be supported, we can drop the whole support of it. Thus all files purely related to netx4000 shall be removed, no netx4000 library shall be build any more.

            As ecoscentric toolchain is now the new and only to be used toolchain for netX90, the old netX90 toolchain is obsolete and shall be removed as well.
