Wrong values reported in lldpXPnoConfig mib table

            Description

            Currently reading the MIB objects lldpXPnoConfigMrpTxEnable and

            lldpXPnoConfigPtcpTxEnable always returns "false". (hard-coded). However, since in case of enabled PTCP Sync and/or MRP the firmware sends the related LLDP TLVs, it is wrong the report false.
             
            It is expected, that the objects return the proper values depending on wheter or not the firmware is sending the associated LLDP TLVs.
