In case a port is set to disable, the Switch port state shall be set to discard as well

            Description

            When the Profinet Device stack applies the PDEV parameterization and detects, that a specific port shall be disabled, currently only the Phy is set to disable.

            However, in rare situations a link may be active over this port. To avoid unexpected handling in this situation, in addition to disable the Phy, the Switch PortState shall be set to "discard" as well. This will block any frame that may still be received (or multicast being sent) to pass this port.
