Not possible to switch busstate to ON after IP conflict is resolved

            Description

            In case an IP conflict (controller's own IP) is detected during the startup phase, the bus state is automatically switched to OFF and can only be switched back to ON when the conflict is resolved.

            Currently it is not possible to switch the bus state to ON even if the IP conflict is resolved (when the other device is disconnected or its IP is changed).
