Sometimes no MRP LinkChange frames are sent

            Description

            In case MRP is enabled, the MRC (MRP client) does not send LinkChange frames when TopologyChange frames are received before the link status change is detected or the related indication is handled (this only happens when the MRM (MRP Manager) also detects the link change).

            In this case it is expected that at least one LinkChange frame is sent.
