Receiving an unsorted expected submodule list within connect.req leads to unexpected ModuleDiffBlock

            Description

            IO device may incorrectly report a ModuleDiffBlock with "no submodule" for existing submodules when an unsorted list of expected submodules by api, slot and subslot within a connect.req is detected.

            According to PROFINET specification, the Expected Submodules block need not be sorted.
