Add support for holding last received cyclic data to controller stack

The Profinet Controller implementation should be extended in such a way that it can hold the last received process data instead of zeroing it when a connection to a Profinet Device is lost. This situation is indicated to the host application using a special value for iocs/iops states in consumer process data image.

The new behavior will be cunfigurable/enabled for the whole input data image.
