Improve speed of topology based device commissioning

When the controller establishes connections to a large network of fully unconfigured devices and is using topology information, the assignment of NameOfStation is slow.

The current implementation uses an static more or less state-less meachnism which does not consider recently established connections when scanning for missing devices. Thus devices are discovered in large intervalls when many devices are not yet connected.

The speed can be improved by considering recently discovered devices when deciding for the next candidate to scan.
