DCP Hello is sent on link down

When the Profinet protocol stack is configured to send DCP Hello frames, these frames are also sent under all of the following conditions:

• no communication to IO Controller exists
• both ports have Link Up
• network cable is pulled on one of the ports

It is expected, that a transition from link up to link down on one port does not trigger the generation of DCP Hello frames.
