[System Redundancy] Unexpected behavior when plugging or pulling submodules while processing PrmBegin sequence

            Description

            In case plugging or pulling affected submodules while processing PrmBegin sequence the following issues may occur:

            • unexpected Plug or Pull alarms may be reported after AppReady.req. Submodule status is implicitly indicated using ModuleDiffBlock. 
            • (queued) Return of Submodule alarm reported even though the related submodule is removed.
            • Invalid data transmitted to Backup IOC
