Change behavior of NameOfStation on "BusOff" and Configuration delete

The behavior of Profinet NameOfStation field and associated protocols shall be changed as follows:

• When protocol is in state Bus Off the current implementation does not use the NameOfStation in LLDP frames. The new behavior is to use the NameOfStation value regardless of Bus State
• When configuration is reset to pweron values, the NameOfStation value is cleared and the LLDP frames use the MAC address
