New submodule configuration shall be applied immediately after switchover is performed

            Description

            In case Dynamic reconfiguration and a submodule is exchanged or added to ARset configuration,  the stack applies the new submodule configuration only after PrmBegin sequence is finished.

            According to profinet specification when a submodule is added or exchanged, plug alarm must be reported as soon as the SR-AR with new configuration becomes Primary.
