[System Redundancy] Reject PrmBegin request with empty SubmoduleList block

            Description

            Definition for PrmBegin service with empty SubmoduleList block is now clarified by PI. 

            Now according to service specification, an empty submoduleList is not allowed. The device shall reject the PrmBegin request with empty submodule list block  with error code " Invalid number of submodule (0xDD811904)".

             

            This only applies for IO AR and System Redundancy AR.
