Possible crash when establishing System redundancy AR

Missing check of  ARset status callback aginst null pointer leads to crash of IO Device firmware. This only occurs when the device was configured to support system redundancy and the application does not set a callback to handle ARset Status Changed Service. 

Only Linkable Object module (NXLOM) is affected by this issue.
