Alarm retransmition is too early

            Description

            According to specification, RTA timeout specifies the timeout within a reported Alarm has to be acknowledged. The permissible deviation of RTAtimeout is [-0, +100ms].

            Currently, the device repeate tarnsmission of unacknowledged alarms too early.
