Sometimes wrong value in Device Initiative option in DCP Response

If the IO Controller configures FSU parameters with Hello-Mode set to "Off" but HelloRetry set to non-zero value, the device generates a Device Initiative option with value "1" (on) in DCP responses although the controller has explicitly disabled sending DCP Hello frames.

It is expected that the Device Initiative option is set to "1" only in case the device will send Hello frames as configured by an IO Controller.
