[eCos] Timer interrupts not handled properly

The implementation for handling interrupts of eCos operating system is wrong and leads to interrupt misses and unexpected delays. Consequences might be:

• unexpected high jitter in cyclic frames
• unexpected high jitter in process data handling
• cyclic frame misses and wrong cyclecounter in IRT mode

Due to this behavior the SPIRTA IRT certification test also failes.
