EPLCN_IF_NMT_SET_STATE_REQ with some invalid transitions does not return expected error code

Some NMT state transitions triggered by the application using the service EPLCN_IF_NMT_SET_STATE_REQ are not rejected with error code ERR_EPLCN_NMT_INVALID_STATE_CHANGE as expected.
