SoC timeout error triggered in NMT_CS_PRE_OPERATIONAL_2

On targets using the arm timer for the SoC timeout, the timer runs always after the first SoC was received (this is not a one shot timer). This causes that the SoC timeout error is triggered even if the node still in NMT_CS_PRE_OPERATIONAL_2
