The stack rejects a Channel Init in case TCPIP waits for configuration

            Description

            After channel init is performed the OMB stack send a TCPIP configuaration. In case a DHCP has been configured the TCPIP waits for an IP configuration.
            If another channel init is applied to the OMB stack at that time, it will be rejected with an error TLR_E_REQUEST_PENDING
