unexpected IP and destination MAC address in ICMP port unreachable frames

            Description

            While testing Profinet IO Device with integrated LWIP this issue was observed.
            During the test a UDP port was accessed that is not open. Thus an ICMP port unreachable frame is generated by LWIP but its destination IP is set to 0.0.0.0 and the destination MAC address is set to FF:FF:FF:FF:FF:FF
