netIdent not responded if interface not configure with valid IP address

            Description

            The lwIP stack filters out udp frames if the network interface is not assigned a valid non-zero ip address. This inhibits netIdent protocol for unconfigured devices. (Which is actually one of the use-cases of netIdent)
