Calling LwIP_Tcp_SendTo() on a closed socket returns unexpected error

            Description

            Calling LwIP_Tcp_SendTo() on a closed socket returns ERR_LWIP_OUT_OF_MEMORY.

            This is causing an issue in specific scenarios.

            It would be better to keep the ERR_CONN and reported back as ERR_LWIP_NOT_CONNECTED.
