Improve documentation for scenario IP address change

The documentation shall add a note to the relevant services about consequence of an IP address change.

• TCP server listen socket is automatically switched to new IP
• UDP sockets are automatically switched to new IP
• active TCP sockets are aborted
  • give more details about how user can detect this situation and what stepts needs to be performed
