use more userfriendly error code in case checking taglist parameters fails

            Description

            Funtionality to check taglist parameters for validity currently returns "ERR_HIL_INVALID_PARAMETER" in case of error.

            However, this is unspecific and if used in firmware startup, it is very hard to understand, what exactly is wrong.

            Instead, "ERR_HIL_INVALID_TAGLIST_CONTENT" shall be used which is dedicated error code to indicate wrong taglist parameter.
