Get Interface Adresses service does not contain interfaces in state down

The Get Interface Adresses service (SOCK_CMD_GETIFADDRS_REQ) does not return interfaces in state down. This leads to an empty response packet of the netX firmware during reconfiguration of the IP stack or when the interface is unconfigured.

According to its definition in BSD, it shall however always return all interfaces and indicate their state via the flags field.
