Static variables remain uninitialized after soft reset for RAM based firmwares

      Description

      When using th IP stack in on a RAM based target device, some variables are not properly initialized during system reset For RAM based firmwares, the data segment is not reloaded during a firmware reset thus its state will survive a system reset. This will affect operation of DHCP protocol.

      For PSLWIP, we should use zero initialized variables to cure the problem.
