[DHCP Client] Discovery won't restart after releasing IP

            Description

            Whenever the DHCP state machine finds it appropriate to implictily release and restart discovery, discovery won't start. That may be due to a DHCP release when falling back from states renew and rebind, or it maybe due to a lease which times out, e.g. if the server is gone.

            In both cases, the device will not request a new IP configuration from the server.
