Sending UDP broadcast does not work when IP address zero

            Description

            The firmware allows the user to configure IP ports that can be used even when the IP stack is configured with not assigned IPv4 address (0.0.0.0). However, in the current implementation the SendTo service using such a UDP socket is reject with status ERR_SOCK_ROUTE (0xC0C90009).

            It is expected that the service is accepted and the packet is send to the network.
