Re-Introduce function/data-sections for eCosCentric toolchain

Function/Data section should be re-enabled for some libraries provided by the lwip components:

• the core lwip library liblwip.a / libiotlwip.a
• the snmp library

For other libraries (netident, packet socket api) a code size increase was found during evaluation of the setting, thus they will be compiled as before.
