Sometimes Packet Socket API does not generate SendTo service confirmation

            Description

            When an open TCP connection is closed or aborted by the peer after the application hast just issued a SendTo service request, it might happen that sometimes the SendTo service is not confirmed. The problem occurs only under a veriy tight timing condition.

            It is expected that in this case the SendTo service is confirmed with error status.
