Unexpected invocation of Socket Close Callback

In a situation where a new TCP connection attempt is made from a peer where the connection is immediately reset or timeout after sending the syn, the Socket close callback might be invoked even when the socket has never been reported as "accepted" to the application.

The close callback should be not invoked under that condition.
