Connect service with TCP sockets not working for GCI interface

When using the Packet Socket Api's Connect service on the GCI interface to connect a TCP socket with a remote peer, the service confirmation is never returned although the connection is established. It is expected that the service confirmation is returned after establishing the connection.

The problem affects all netX90 and netX4000 LFW usecases and all uses of the GCI adapter for Packet Socket Api. It was introduced when implementing LWIP-310.
