Description
When upon application request an IP frame is to be sent to an unkown IP address, the IP frame might not be sent after successfull ARP resolution as expected. Instead the frame is dropped.
The problem can be easily reproduced by using the Packet Socket API to sent an UDP frame to an unkown IP address. The ARP resolution is successfully but the frame will never be sent.
It is expected that the frame is sent after successful ARP resolution procedure.
