ciaddr field of DHCP DECLINE message is not set to 0.0.0.0

      Description

      Accoding to RFC 2131 (Table 5: Fields and options used by DHCP clients) the ciaddr field of the DECLINE message must be set to 0.0.0.0.

      In addition, also the source IP address (IP header) of the DECLINE message must be set to 0.0.0.0.

      The issue shows up in case the DECLINE message is sent due to an IP address conflict.
      In case teh DECLINE message is sent due to invalid parameters offered by the DHCP server, the DECLINE message is correct.
