Description
It shall be possible to read the current state of the PHYs.
Currently the PHYs can be enable/disabled using the following IOCTL commands
HALEDD_2PS_IOCTL_DISABLE_PHY_1
HALEDD_2PS_IOCTL_ENABLE_PHY_1
HALEDD_2PS_IOCTL_DISABLE_PHY_2
HALEDD_2PS_IOCTL_ENABLE_PHY_2
In addition, an IOCTL shall be added that makes it possible to read back the PHY states:
HALEDD_2PS_IOCTL_GET_PHY_STATES --> delivers "enabled"/"disabled" for each port
