Rework port statistics handling

In HAL EDD, port statistics handling is currently based on destination IP addresses in sent/received frames. This can easily be changed to be based on MAC addresses. The results should remain the same, but a small performance gain would be achieved.

Furthermore, it should be clarified and consistencified between all protocol stacks whether or not the second chassis MAC is taken into account or not when it comes to port statistics handling in HAL EDD.
