Add new taglist entry to control Phy configuration timeout

A new taglist entry shall be added to the firmware files. It controls the time after which the firmware shall enable the Phys with default settings.

The time set by taglist shall be given to DrvEth who is responsible for configuration of the Phys after the given timeout.

If the protocol stack received remanent data it shall immediately configure the Phys with configuration from remanent data.

By default, the taglist timeout value shall be set to 0. If users want to use the feature they have to explicitly activate it in taglist.
