Device responds to ICMP requests during ACD ARP probing phase as if it already owns the IP address for which it is probing (certification issue)

            Description

            DUT responds to ICMP requests during the ARP probing phase as if it already owns the IP address for which it is probing.

            This happens in case the network cable was pulled and plugged and the device probes its ip address a seconds time.
