Add new taglist entry to set initial DDP mode/state

DDP APi will be more important in the future to modify base device parameters in a protocl-independet fashion. Therefore, two modes of operation are defined.

1) Passive DDP startup
2) Active DDP startup

In passive mode, the user can modify parameters and then set the DDP active explciitly. The system will suspend startup until the DDP status change occurs. Switching back to passive is not feasible. The feature has to be enabled via a taglist modification, the default shall be "active" which pretty much uses the parameters from the FDL.
